Which banks allow to have a deposit account for a foreigner(USA)? Need an account to be able to receive SWIFT transfers. Privatbank only offer "Rozrahynkovyi" account which is used for paying stuff and at max, receiving Western Union.

Aval.  Just in general, a big Western bank is going to have more flexibility for transactions in foreign currency.

Maybe try french (BNP or Soci?t? G?n?rale) or italian (Unicredit) antennas in Ukraine?

They will allow you but with a very very low interest rate

Hello Julien, the question was not about interest rates, but which banks in Ukraine would allow foreigners to have a deposit account and to receive SWIFT payments ...

Any Ukrainian bank should open a current account in foreign currency to a foreigner with the possibility to receive payments by SWIFT.  I would recommend UkrSibbank (subsidiary of BNP Paribas), ProCredit or Credit Agricole.  Alfa-bank is very flexible and offers normally competitive terms, unless you are cautious to deal with Russian banks

Perhaps the prospect of using a Ripple gateway is worthy of investigation. Though that's not SWIFT; it's what intends to replace SWIFT.
