Well I gotta say Putta is right about the condition of the military equipment. A great example is the aircraft stored in the air base outside my town, there are plenty of nice fighters to go around but they need servicing. I can only imagine that the ships were barely afloat. Ukraine had not taken care of jack poop for so many years. 

But on the upside, this is Putin admitting they don't have the resources or money to convert these items to their forces.
Peace is the failure of the military to convince the government that it can and should kick its enemies ass.

I assume some could be repaired and put into use, at least for training, against Russia so why wouldn't the kremlin just destroy it? Hell, the Russians could use it for target practice.

I don't get it. Unless it's just some bullpoop to say "see we're not really at war with Ukraine."

They can't afford the explosives to expend in "training" that's how poor they are.

Probably some wag in the Kremlin calculated that the cost of repairing those obsolete weapons would be enough to push Ukraine's already miserable economy over the edge.

If Ukraine gets its act together, it will have access to better defensive hardware.   The Obama era is over . . .
