Ukraine sets visa free regime for citizens of the United States of America starting 1st July 2005, citizens of Canada and Japan starting 1st August 2005, citizens of the European Union countries, Swiss Confederation and Liechtenstein starting 1st September 2005, citizens of the Principality of Andorra, Vatican (The Holly See), the Principality of Monaco, the Republic of Iceland, the Kingdom of Norway, the Republic of San Marino starting 1st January 2006.
This regulation establishes visa-free regime of entry to Ukraine and transit through it territory for USA, Canada, Japan, EU, Swiss,Liechtenstein, Andorra, Vatican, Monaco, Iceland, Norway, San Marino passport holders who may stay in Ukraine up to 90 days.
This regulation is not extended to the immigrant visas, student visas with the purpose to study in Ukraine and for those, who enter Ukraine with the purpose to work in Ukraine and to the cases if the foreign passport holders stay in Ukraine more than 90 days within the period of six months.

Back when I was making border runs with my car, whenever I'd leave the country by plane, I'd always fake having misplaced my declaratsia due to remont (I needed the declaratsia to drive my car when I got back). The worst that ever happene...

As you can see from the responses here and from other forums your problem is the same as any other foreigner with Visa issues. There are many rules and exceptions. Things aren't as black and white as in the west.

The Ukrainian system is exactly the same as the UK system, EU system and US system.
For example. a 10 year ME Business Visa in the EU, or UK or US means you can do "business" for 180 ...
